Leveraging Better Outcomes for Downtown
Onnondaga Citizen's League 2006 Study - The report recommends a number of public policy initiatives that will enhance the prospects for critical new investment in the downtown core over the next decade. These recommendations include implementation of a sound and thoughtful downtown masterplan, establishment of a municipal parking entity for coordinated management of parking resources, enactment of an effective NYS historic tax credit to help spur the rehabilitation of downtown’s historic building stock, as well as enhanced public improvements and marketing efforts.
This report discusses the issues facing Syracuse covering economic development, governance, environment, transport systems and urban form. The report offers some thoughts on how the community can best move forward to address the range of issues and recommendations covered in the report.

A Consolidated Plan is the result of a collaborative process whereby the city establishes a unified vision for housing and community development needs. A plan describes community needs, resources, priorities, and proposed activities to be undertook with the Community Development Block Grant, HOME Investment Partnership Grant, and the Emergency Shelter Grant.
